Why now?

Since June 2025, building a shelter of up to 35 m² requires only a notification — not a building permit. The formalities take 21 days. Since January 2026, developers are obliged to build shelters in new multi-family developments.

The government has allocated PLN 26 billion to co-finance shelter construction in Poland (the OLiOC programme plus the EU/KPO Security Fund). Municipalities are launching tenders — we are entering as a contractor.
